Senior Construction Project Manager

## **Job Description**Objective / Purpose:The Senior Construction Project Manager is responsible for leading and delivering medium to largescale capital construction projects in support of BioLife Plasma Services growth plans acrossIndonesia. This role manages the full project lifecycle, from site selection and due diligence throughconstruction, commissioning, turnover, and facility support, ensuring projects are delivered safely, onschedule, within budget, and in compliance with Takeda standards and local regulations.The role partners closely with Global Real Estate, Engineering, Operations, Quality, EHS,Procurement, Legal, IT, and external suppliers to ensure successful project execution while drivingcontinuous improvement and operational excellence. The position will also support the development offacility management processes to ensure sustainable operation and maintenance of completedfacilities.As the foundational construction leader supporting BioLife’s entry into the Indonesian market, this rolewill establish local construction standards, processes, governance, and vendor relationships that canbe leveraged and scaled for future expansion. The role will support the broader market expansionstrategy by developing a repeatable model for future site development across Indonesia.Accountabilities:• Lead and manage capital construction projects of varying size and complexity usingstandardized project management methodologies.• Direct all phases of project execution, including planning, design, permitting, procurement,construction, commissioning, handover, and closeout.• Collaborate with Global Real Estate and internal stakeholders on site selection, due diligenceactivities, and development opportunities.• Manage external project management firms, architects, engineering consultants, contractors,and vendors to ensure compliance with project scope, schedule, cost, quality, and safetyrequirements.• Ensure capital projects are delivered on time, within budget, and according to approvedspecifications and business objectives.• Develop and maintain project schedules, budgets, forecasts, risk registers, and status reportsfor leadership review.• Lead cross-functional teams and facilitate effective collaboration among Engineering,Operations, EHS, Quality, Security, Procurement, Legal, IT, and Finance stakeholders.• Identify project risks and implement mitigation plans to minimize schedule delays, budgetvariances, and operational impacts.• Ensure compliance with Takeda policies and local requirements related to procurement,accounting, financial controls, quality, safety, and regulatory standards.Job Description• Drive implementation of project management best practices and continuous improvementinitiatives across construction and facility development activities.• Support establishment of a facilities management program and ensure successful transition ofcompleted facilities to operations and third-party service providers.• Promote a strong safety culture by ensuring construction activities are executed withappropriate safety controls and risk management practices.• Establish local construction standards, processes, governance practices, and vendorrelationships to support current and future BioLife expansion activities.• Support the broader Indonesia market expansion strategy and develop a repeatable model forfuture site development and facility delivery.• Lead construction and facility development activities in greenfield environments, including newmarket entry and the establishment of operations in emerging geographies.• Build and maintain effective partnerships with local regulatory authorities and assumeaccountability for navigating permitting, licensing, and compliance requirements.• Lead change management and organizational influence activities required to establish newoperations and support BioLife’s long-term footprint in the region.• Operate effectively in a high-ambiguity, start-up environment while establishing scalableproject delivery practices and operating models.Education & Competencies (Technical and Behavioral):Required Education & Experience• Bachelor's degree in Engineering, Construction Management, Architecture, or anotherrelevant technical discipline. Engineering degree strongly preferred.• Minimum 10 years of experience managing capital construction projects and programs.• Demonstrated experience leading complex construction projects from concept throughcompletion.• Experience managing project budgets, schedules, contracts, procurement activities, andvendor performance.• Experience working within regulated, industrial, healthcare, pharmaceutical, manufacturing, orsimilarly complex operating environments preferred.• Experience with facilities management programs is highly desirable.• Project Management certification (PMP, PMI, IPMA, or equivalent) preferred.• Experience developing scalable construction standards, governance processes, vendornetworks, or repeatable facility development models.• Experience managing permitting, licensing, and compliance requirements in partnership withlocal regulatory authorities.Technical Competencies• Strong knowledge of construction project management principles, engineering practices, andcapital project delivery.• Ability to interpret engineering drawings, specifications, and technical documentation.• Expertise in project scheduling, budgeting, forecasting, and cost management.• Strong understanding of contract administration and contractor management.• Knowledge of quality systems, environmental, health, and safety requirements.• Proficiency with Microsoft Office, Microsoft Project, project reporting systems, and relatedproject management tools.• Ability to analyze technical and financial data and develop practical solutions to complexproblems.Behavioral Competencies• Strong leadership and influencing skills within a matrixed organization.• Excellent stakeholder management and cross-functional collaboration capabilities.• Effective verbal, written, facilitation, and presentation skills.Job Description• Ability to operate independently while managing multiple concurrent priorities.• Strong decision-making and problem-solving abilities.• Demonstrated commitment to continuous improvement and operational excellence.• Ability to communicate effectively with technical teams, business partners, senior leadership,and external stakeholders.• Strong financial and business acumen.• Must be fluent in English and Bahasa Indonesia.Additional Information• Travel Requirement: Approximately 20% domestic travel with occasional international travelas required.• Work Arrangement: Hybrid work model based in Jakarta, Indonesia.• Reporting Structure: Individual contributor role with responsibility for leading externalsuppliers, contractors, and cross-functional project teams.• Project Scope: Capital construction, facility development, renovation, expansion,commissioning, and facility management transition activities across Indonesia. #J-18808-Ljbffr
